Planning Summary
Standard 1: Institutional MissionBy aligning our efforts at all levels with the eight priorities listed in this standard, the college will integrate its efforts to accomplish the goals it has established in all of its planning documents.
Standard 2: Institutional IntegrityThe three institutional planning priorities and activities related to Standard 2 are to:
1. Foster a culture of academic excellence by a. Creating a central database generated by the curricular process and implementing procedures that ensure production of an accurate, on-time catalog and class schedule (EMP 5.3) b. Implementing planning activities with relevant departments to ensure inclusion of all required information in outreach center publications (EMP 7.1)
2. Create a student-centered learning environment by a. Encouraging faculty to infuse awareness of diversity in their courses through curriculum and pedagogy (EMP 6.1) b. Encouraging faculty to integrate group activities into the educational experience so students can learn how to work effectively with others and contribute fully as team members who share a common goal (EMP 6.2) c. Providing students intellectual enrichment opportunities that celebrate diversity and recognize global challenges (EMP 6.3) d. Infusing the awareness of culture and the arts across the curriculum (EMP 6.4) e. Encouraging faculty and students to be sensitive to other cultures and their diverse differences (EMP 6.5) f. Providing support in the area of psychological services to students
3. Enhance the college's visibility and reputation for quality by a. Improving technology coordination, planning, and governance (ITP 1). Activities to achieve this priority include improving the accuracy and consistency of web information and developing a formal process regarding web submissions and uploads. b. Establishing, through a collaborative and constituent-based approach, procedures for dealing with infringements on academic integrity. Standard 3: Institutional EffectivenessThe three institutional planning priorities and activities related to Standard 3 are to:
1. Foster a culture of academic excellence by understanding and being responsive to the culture and diversity that characterize an outreach location and making the education and services provided there relevant to that constituency (EMP 7.2)
2. Expand and strengthen partnerships by a. Convening a summit of elected officials and community leaders to identify unmet needs and develop collaborative responses to those needs (SP 3.1) b. Establishing or expanding professional/community advisory boards in every department to revitalize academic programs, ensure currency, and facilitate resource development efforts (EMP 1.6)
3. Collect and use data systematically by a. Creating and institutionalizing an Institutional Research Council that ensures our data-gathering efforts match key institutional decisions and is responsible for the "vital signs" process of the strategic plan (SP 8.4) b. Effectively using information technology resources in campus planning and in academic and institutional research to create an institutional web site and expand the planning web site (ITP 5)
Standard 4: Educational ProgramsThe five institutional planning priorities and activities related to Standard 4 are to:
1. Foster a culture of academic excellence by a. Advancing the use of technology in instruction with a specific focus on improved student learning outcomes (SP 1.5) b. Defining the role of distance education for the college (EMP 3.3) and developing guidelines for on-line instruction c. Providing effective administrative leadership, staff support, and technological support to the curricular process in order to facilitate the following (EMP 5.1): i. Processing of courses within the compressed calendar ii. Coordinating the flow of accurate program and course information from the curriculum committee to the college schedule of classes and catalog (ITP 5) d. Providing adequate and appropriate curriculum resources that will help foster the instructional integration of information technology (ITP 4)
2. Maintain and enhance a safe, aesthetically pleasing campus environment to support the educational program (EMP 4.4) 3. Create a student centered learning environment by a. Reevaluating the effective and efficient delivery of counseling services and administrative services in support of student success (SP 4.1) b. Designing a comprehensive system that includes widespread early intervention strategies, focuses on student success skills (SP 4.2), and develops a computerized degree audit program c. Exploring ways to provide students with the shortest distance and time to achieve their educational goals, including creating a "transfer-ready degree" (EMP 1.7) d. Coordinating course content and student performance expectations with both feeder and receiving institutions (EMP 2.1)
4. Develop and implement plans to enhance the efficient allocation of resources by a. Developing and implementing a master planning process that links planning and budgeting (SP 7.1) b. Developing the institution's capacity to reallocate scarce resources (SP 7.2) c. Providing more direct support to departments (EMP 4.6) d. Providing opportunities for full-time faculty to participate in the educational delivery of classes at outreach locations (EMP 7.3) e. Establishing specific oversight groups involving relevant campus stakeholders to develop procedures for the supervision of satellite programs (EMP 7.5)
5. Collect and use data systematically to a. Design and implement a system that links assessment results, prerequisite checking, and placement (SP 8.1) b. Research the issue of student achievement and implement a pilot project for assessing learning in specific disciplines (SP 8.3) c. Expand the enforcement of pre- and co-requisites college-wide to guarantee that students are prepared to succeed in their courses (EMP 2.8)
Standard 5: Student Support and DevelopmentThe three institutional planning priorities and activities related to Standard 5 are to:
1. Foster a culture of academic excellence by
a. Implementing a technological system that provides data essential to effective scheduling (EMP 5.2) b. Understanding and being responsive to the culture and diversity that characterize an outreach location and making the education and services provided there relevant to that constituency (EMP 7.2) 2. Create a student-centered learning environment by a. Reevaluating the effective and efficient delivery of counseling services and administrative services (SP 4.1) b. Investigating and identifying the causes of failure to complete courses and implementing a comprehensive series of remedies (SP 4.5 and EMP 2.4) c. Ensuring that campus computer facilities conform to the legal standards for assistive technologies (EMP 3.3) d. Ensuring that classroom and instructional support services remain accessible to students with special needs during construction and renovation (EMP 4.5)
3. Collect and use data systematically to make informed decisions by researching the issue of student achievement and implementing a pilot project--including a new ESL computerized assessment instrument--for assessing learning (SP 8.3)
Standard 6: Information and Learning ResourcesThe two institutional planning priorities and activities related to Standard 6 are to:
1. Foster a culture of academic excellence by a. Selecting new technologies and introducing them into new and renovated facilities to enhance instructional support (EMP 4.3) b. Ensuring that classroom and instructional support services remain accessible to students with special needs during construction and renovation (EMP 4.5) c. Providing adequate financial resources to support the maintenance, replacement, and acquisition of technology resources, including appropriate assistive technology (ITP 2)
2. Develop and implement plans to enhance the efficient allocation of resources by a. Creating an administrative structure that gives priority to technological support of the college's educational programs (EMP 3.5) b. Implementing an effective system of instructional laboratory support and management for computer/non-computer/assistive technologies (EMP 3.6) c. Coordinating instructional laboratories to maximize space utilization, conserve costs, and enhance student success (EMP 4.7) d. Providing adequate and appropriate training and user support for students, faculty and staff (ITP 3) Standard 7: Faculty and StaffThe three institutional planning priorities and activities related to Standard 7 are to:
1. Foster a culture of academic excellence by a. Exploring best practices in teaching (collaborative learning, critical thinking, electronic instruction) using them as the basis for professional development activities (EMP 2.2) b. Offering faculty enhanced opportunities for learning how to use computer-assisted instructional activities (EMP 3.1) c. Strengthening the role of the TLCincluding determining its leadership structurein assisting faculty to explore various other delivery strategies and incorporating technology into the classroom (EMP 3.2) d. Providing adequate and appropriate training and user support for students, faculty, and staff (ITP 3)
2. Create a student centered learning environment by expanding opportunities for collaboration that support academic activities, including developing campus guidelines for mentoring and internships (EMP 2.6)
3. Enhance the college's visibility and reputation for quality by a. Developing a department chair academy, an orientation program for adjunct faculty, and training for new evaluation procedures (EMP 2.7) b. Developing activities that enhance the college's reputation as a center of intellectual and artistic achievement (SP 5.4)
Standard 8: Physical ResourcesThe two institutional planning priorities and activities related to Standard 8 are to:
1. Maintain and enhance a safe, aesthetically pleasing campus by a. Implementing the facilities maintenance plan that directs improvements over the next 10 years (SP 2.1) b. Developing and implementing a series of plans for the facilities: capital improvement plan, hazardous substance removal plan, ADA compliance plan, maintenance operational plan, safety and security plan, emergency plan (SP 2.2), a computer/network security program, and a disaster recovery plan (ITP 6) c. Creating opportunities for increased social interaction (especially food service), events, and college-wide gathering place (SP 2.3) d. Providing a cleaner work environment, especially in rest room areas (SP 2.4)
2. Create a student centered learning environment by maximizing the utilization of institutional facilities through class scheduling in the afternoon hours, Fridays, and weekends (EMP 5.4) Standard 9: Financial ResourcesThe two institutional planning priorities and activities related to Standard 9 are to:
1. Increase the resources available to the college by a. Developing and executing a comprehensive resource development plan for the college that includes the Foundation, grants and business partnerships (SP 6.1) b. Developing and executing an enrollment management plan that focuses on both broad enrollment types as well as specific disciplines and aligns with the state and district's allocation models (SP 6.2)
2. Enhance the efficient allocation of resources by a. Reviewing and making recommendations regarding the funding allocation mechanism for P4E, the college budget allocation process, and the district budget allocation model (SP 7.1) b. Developing the institution's capacity to reallocate scarce resources (SP 7.2) c. Coordinating academic planning processes (position prioritization, instructional equipment, hours of instruction) with the college-wide budget/planning process (EMP 1.8) d. Incorporating educational planning and budgeting for outreach locations in the regular college planning and budgeting process (EMP 7.4)
Standard 10: Governance and AdministrationThe one institutional planning priority related to Standard 10 is to:
